Mandatory, context-based AI literacy measures
Article 4 has applied since 2 February 2025 and was amended by Regulation (EU) 2026/1744, which entered into force on 27 July 2026. Providers and deployers must take context-appropriate measures to support the development of AI literacy among relevant staff and other persons operating or using AI systems on their behalf. The appropriate measures depend on the people involved, their knowledge and experience, the AI systems and use cases, and the persons or groups affected. Organisations are not required to guarantee a specific level of AI literacy for every individual.

Article 26(2) · Competent human oversight
Deployers of high-risk AI systems must assign human oversight to natural persons who have the necessary competence, training and authority, as well as the necessary support. In practice, this normally requires role- and system-specific preparation aligned with the provider’s instructions and the human oversight measures applicable to the system.
